4. COA-24-0013 70 MIDDLE RD. The applicant, Jennifer Naegele, has filed an application requesting a Certificate of Appropriateness for the review and approval of demolition and reconstruction of portions of the structure’s exterior walls.
I am urging that both the retroactive approval of the code violation non approved removal and reconstruction of exterior walls, as well as any extension of the Master Bldg Permit B-22-94449, which expires November 5, 2024, be put on hold until a comprehensive plan detailing all work to be completed and a definitive phased timeline for completing the work is presented by the homeowner, Jennifer Naegele, and her team.
While Jennifer, within the parameters of town codes, has the right to have her home as she wishes to have it, every resident has a community resposibility to complete work in a timely manner so that we all can not only enjoy our homes, but our neighborhood and community as well.
Given the duration of work on 70 Middle Road, whcih dates back to 2013, I would urge that the time has come for Landmark Preservation Commission, ARCOM, and the Town Council to take the actions necessary to ensure proper and timely completion of 70 Middle Road.
To this end, I suggest Jennifer be given a timeframe to submit and commit to a comprehensive completion plan detailing all work to be completed and a definitive phased timeline, along with agreed appropriate town monitoring, to assure the schedule is maintained.
Again, absent such a submission and commitment and agreed plan of action, it is urged that no action on the retroactive approval or extension of the Master Bldg Permit be taken.
