ZON-24-0033 (ARC-24-0052) 130 SEASPRAY AVE (COMBO)—SPECIAL EXCEPTION AND VARIANCE  The applicant, Kirchhoff and Associates on behalf of Victor and Julia Tolkan, has filed an application requesting Town Council review and approval for a Special Exception with Site Plan Review to develop an existing nonconforming parcel with a new, single-family residence and (1) variance to reduce the number of required enclosed garage parking spaces. The Architectural Commission shall perform design review of the application. [Architectural Commission Recommendation: Implementation of the proposed variances will not cause negative architectural impacts on the subject property. The solid connecting facade of shell stone between the two house structures is not in harmony with Seaspray. An ARCOM commissioner mistakenly said coral stone is found on Seaspray residences. It is NOT. She was referring possibly to some grander houses on Seabreeze on larger lots. Every Sea street has its own individual scale and character. Ours contains more landmarks than Seabreeze and more original history structures. It is essential that this stiff and formal facade be softened either with planting of vines or trees that break up the massing at the ground level. Window boxes on the top of the wall have been mentioned using bougainvillea. If the bougainvillea can be made to trail down, that would be helpful, but perhaps mandevilla, thumbergia or some other naturally trailing plants could be used to mitigate the fortress-like wall.
