    Dear Honorable Mayor Moore and Esteemed Town Council Members,

    The Carriage House is an exceptional example of an adaptive re-use of a historic building and successfully exemplifies the benefit of Membership Clubs in the town of Palm Beach. Carriage House has been a highly additive and low impact offering for the Town. These are the types of uses that mitigate increasingly prevalent concerns around high utilization commercial properties whilst enabling more accountability for patrons/members and ownership. Mario and the team effectuate a great experience for all those that engage with the property and they do so in a professional manner. As one of the owner's of the JP Morgan Building at 205 Royal Palm Way, I can confidently say that they have been respectful and responsible in their utilization of the parking lot for their arrival experience. From a technical perspective, the Carriage House has demonstrated how the Declaration of Use can be an effective means for establishing accountability and a merit system for earning additional privileges that some community members initially deemed unreasonable. In recounting the Carriage House's approval process, we remember strong community opposition and fear it would ruin town yet we are unaware of any issues, whether it be from traffic, noise or operations. As for the specific request in front of you tomorrow, the outdoor courtyard is a beautiful space that should be activated with outdoor dining and I am confident that the team at Carriage House will ensure that activation will not cause any disruption to neighbors. We have witnessed the great lengths the team takes to solidify the club as a great neighbor. Having an abundance of current experience on Membership and Occupancy, the amount of members a club can have is irrelevant, it is the occupant load that matters and it is our understanding that Carriage House is not seeking to upsize its Occupancy. As a side note, it is rarely full and could certainly accommodate more people. Please grant the Carriage House approval on these reasonable requests and they will continue to demonstrate that they are worthy of the privileges extended.
