The applicant, 206 CARIBBEAN LLC (Robert Frisbie), has filed an application requesting Town Council approval for a Special Exception for the construction of new two-story single-family residence on an existing nonconforming parcel which is deficient in lot width required in the R-B Zoning District. The Architectural Commission shall perform the design review component of the application. [The Architectural Review Commission Recommendation: Implementation of the proposed variances will not cause negative impact to the subject property. The Architectural Review Commission approved this project. Carried 7-0.]

    Received via email on 9.10.23 from Leigh and Pamela Dunston of 282 Monterey Road:
    The ARCOM recommendation contained in the agenda that implementation of the proposed variances will not cause negative impact to the subject property is somewhat confusing.
    There is no comment on the variances themselves at this time because I don't know the number requested or their nature; however, it would appear that a home close to 5,000 square feet is too massive for a lot of this width.
    Thank you for your consideration to our concerns.

    RE: Proposed New Construction 220 Arabian

    Members of Town Council

    Have you ever heard your neighbor’s 40 Kilowatt generator start up on its’ bi-monthly 20 minute maintenance schedule? It is not conducive to yours and your family’s peace of mind and well-being!

    My property shares part of the rear and southern boundary with Mr. Frisbie’s proposed build at 220 Arabian Road. Since this decades’ long wave of construction has started, my general concerns have been voiced to you by many other residents. I would only refer you to the letters of Mr. Card, Mr. Doug Buck and Ms. Alison Reed (my block neighbors) which are coming before you for the 206 Caribbean build, as examples of these considerations. I support their points of view: Ratio mass imbalance of home square footage to size of non-conforming lot, loss of neighbor’s privacy and aesthetics, dissimilarity of design with the existing homes in our RB zoned neighborhood.

    My specific requests for maintaining existing privacy and well-being cover these subsequent points.
    1. Place a seven foot enclosing wall or as high as can be allowed between the machinery behind 220 Arabian and its’ neighbors. The wall should enclose the sides and run the full length of the equipment emplacements, designed, as best as possible, to contain these power and cooling plants’ high decibels.
    The back boundary of 220 Arabian is the location of its’ four AC compressors, a pool pump and a home emergency generator. This noise load must be endured, for I do not want to solve the problem by pushing it on to my neighbors. I would ask that a high wall and an equivalent sound proof entrance gate be placed around this total area of machinery to mitigate, as best as possible, the resulting noise. I am told that seven feet would be permissible.

    2. I would ask that the second story on the back southeast corner of the house be disallowed as part of the effort to bring the mass of this structure more in line with its’ lot size.

    It has been suggested by members of our Town Council that these multi-level structures be designed with the second stories placed to the front and to the middle of new homes. This would accomplish these goals: To push structure mass towards the street and away from contiguous neighbors; to defend the privacy and the access to light and blue skies impacting existing family homes.

    3. I would ask that the garage for 220 Arabian be kept in the front-side of the house as my neighbor at 212 Caribbean so wisely designed. I ask you to disallow the idea of extending the driveway to the back of the home. In effect, that plan puts an unnecessary alleyway in between properties resulting in less green space and an increase of car noise extended farther from the street. This will help to lessen the total negative impacts on existing neighbors.

    4. In conclusion, I would ask that standards of landscaping for this two story residence be required that would maximize privacy for the back yards of myself and my neighbors. My patio and my neighbor’s pool area to the east of 220 Arabian both lose privacy and blue sky. Please require sufficiently high amounts of trees and natural greenery along the back and side boundaries of this new build. I refer you to Mr. Card’s letter and picture of his pool area to give you a sense of what my neighbors and I are speaking of.
