ARC-23-090 (ZON-23-068) 206 CARIBBEAN RD (COMBO) The applicant, Walter Wick, has filed an application requesting Architectural Commission review and approval for construction of a new two-story single-family residence with landscape, hardscape and pool on a nonconforming parcel. This is a combination project that shall also be reviewed by Town Council as it pertains to zoning relief/approval.

    To the Members of ARCOM,
    The overall exterior lighting for 206 Caribbean far exceeds the allowable number of lights permitted by the Town of Palm Beach per lighting ordinances. A total of 150 lights are allowed per acre of property. The 206 Caribbean lot measures 0.2237 of an acre, a fraction over 1/5 of an acre. The allowable number of lights would be roughly 30-33 total on the property. There are 43 uplights alone, not including the numerous other lights inground and on the structure itself. Many of these will emit light that trespasses on neighboring properties to the west, south and east and create an intolerable intrusion of constant nighttime annoyance.
    In particular I object to the dozen uplights positioned directly on the east side property line. My home, and its west windows, are a mere 10-15 feet away from those lights. At such close proximity, not only will these create an intrusive and disturbing effect within my home and yard, but they will entirely obliterate the western night sky that I so enjoy watching from my patio deck at night.
    I would request that uplights along the east lot line of 206 Caribbean be removed altogether and replaced with more conscientious in ground or well lights so that my home is not immersed in obnoxious nighttime light through every window and throughout my yard.
    I would also request that the total number of exterior lights at 206 Caribbean be reduced to no more than 30-33 as the Town code permits.

    We share our rear property line with the proposed residence and as such will be greatly impacted by this project. There have been many iteraTons to this project design, and we have been supporTve of many changes, parTcularly moving the 2nd story to the North. However, the current development plan conTnues to concentrate AC and Pool equipment on the south side of the house. You may recall at a previous ARCOM meeTng the commissioners gave the design kudos for equally dispersing this equipment around the house. This is no longer the case. I see no reason why the pool equipment can’t remain on the west side of the house by moving it north of the pool. Moreover, it is not clear from the plans that the pool equipment is within 25 ft. of the pool’s water edge.
    Landscaping Schedule
    Sheet L6.0 of the Landscape Plan indicates that landscape and hardscape would not begin unTl month 20 out of the total 24-month project. We would like to clarify that the exisTng lush, mature south buffer to be le\ in place at least unTl construcTon is completed. Given the esTmated 2-year project duraTon, leaving the exisTng buffer intact will greatly diminish the impact of this project on us.
    We are happy to see the landscape plan now idenTfies 11 fishtail palms on the project’s southern boundary. Would it be possible to leave the exisTng buffer in place while the palms fill out?
    Lighting
    The new lighting plan specifies a whopping 43 up-lights on the property. This
    "stadium" effect is completely out of character for our neighborhood and needs to be substantially dimmed.
    Staff Memo
    "Staff has no objections to the granting of the Site Plan Review, as the approval would allow the development of site with a new residence on a parcel that is consistent in size with those others on the street in the immediate vicinity ......
    We respectively disagree with this opinion. In our neighborhood larger houses are generally confined to larger lots. This practice keeps houses at distances that exceed zoning setbacks. The proposed 4,200 sq. ft. construction on a non­conforming lot upsets this balance. 206 Caribbean shares property lines or diagonally abuts with four other non-conforming lots of similar sizes (one of which is landmarked). The average sq. ft. of these 4 residences is 2,330, vs. the proposed 4,200 sq. ft., almost double the size. Additionally, within the 300' radius of the proposed house, there are five homes with interiors of 4000 sq. ft., and the average lot size of this group exceeds 13,239 sq. ft., 35% larger than this proposal. The size of this proposal is excessively dissimilar in relation to all other non­conforming lots in the area.
