2. ARC-23-090 (ZON-23-068) 206 CARIBBEAN RD  Walter Wick, has filed an application requesting Architectural Commission review and approval for construction of a new two-story residence with landscape, hardscape and pool on a nonconforming parcel. This is a combination project that shall also be reviewed by Town Council as it pertains to zoning relief/approval.

    We share our rear property line with the proposed residence and as such will be greatly impacted by this project. We are supportive of the changes made to the development plan dated 11/6/23, except for the concentration of all AC and Pool equipment (and resulting noise) on the south side of the house. You may recall at a previous ARCOM meeting the commissioners gave the design kudos for equally dispersing this equipment around the house. I see no reason that the pool equipment can't remain on the west side of the house by moving it north of the pool.
    Landscaping
    We would like the existing lush south buffer to be left in place at least until construction is completed. Given the estimated 2-year project duration, leaving the existing buffer intact will greatly diminish the impact of this project on us. Considering the adequateness of this buffer, might the owner simply leave the existing buffer in place rather than replacement.
    The lighting plan specifies 8 up-lights on the south boundary. This will introduce unwanted light into our North night view. We request that these lights be reduced to only 4 vs. the original 8.

    Dear ARCOM Members:

    As stated in my previous letter submitted to the ARCOM meeting on 9/27/23 re: excessive fenestration on the east side, first floor of 206 Caribbean, additional fenestration has been added to the revised building plans. There are now eight (8) full length glass doors in addition to four (4) windows, one being a large plate glass in the east rear section of the build. Beyond those details, there is also a new east side front/side entrance and an added east side dining patio. In such close proximity to the west side of my property line, up to the limit of setbacks, this adds a considerable burden of pedestrian traffic, entertainment noise and light intrusion onto my property. The proposed 7' wall starting at 3.6' NAVD grade will not be high enough to obscure these architectural details on a 7' elevated slab. I would be grateful if some of these additions could be eliminated or at least reduced to preserve my privacy and peaceful enjoyment of my home.
    I have no objection to the rest of the build and appreciate that Janssen has done their best to accommodate adjacent neighbors as reasonably as possible.
