To the Architectural Commission for the Town of Palm Beach:
I am writing with regard to the application by Harry M. and Deirdre Harnett Shaw requesting the Commission's review and approval of a renovation to the residence at 286 Orange Grove Road, Palm Beach. I am the owner (along with my wife, Susan), of the residence at 280 Orange Grove Road, immediately east of the subject property and directly impacted by the proposed renovation.
While we are delighted the applicants plan to upgrade their new house, we have some concerns related to the plan for the backyard/pool reconfiguration -- specifically, the plan for new outdoor dining and sitting areas in the southeast section of the property and the potential for disruptive noise from the concentration of those entertainment spaces so close to our house. Those proposed areas abut our family room, guest room and outdoor patio/grill area in the southwest section of our property.
As the Commission is well aware, the lot sizes in that area of Orange Grove Road and List Road are quite small -- and in some case, non-conforming -- and the houses are very close together. This is the case with the applicant's property and ours.
As a result of this concentration, privacy and noise are significant ongoing concerns, and residents in our area regularly experience disruptive noise issues, particularly from seasonal residents who openly disregard noise ordinances and common courtesy norms with loud backyard parties late into the night.
In the spirit of fostering an environment of respect and privacy in our neighborhood, I would ask the Commission to request the applicants and their architect consider the following modifications to the plan for the outdoor entertaining areas noted above:
1. Relocating the proposed outdoor dining and sitting areas to the center of the property and away from the eastern extremities abutting our property. 2. Erecting a suitable privacy wall along the property line of a height and substance (concrete block) significant enough to mitigate noise between our properties. We would be strongly in favor of this modification regardless of the Commission's view on No. 1 and would be happy to work with the applicants to create something appropriate and effective.
We appreciate the applicants' understanding of the issues behind these requests and their efforts to create a design that is in keeping with the personality and sensibilities of our neighborhood.
We appreciate the Commission's consideration of our requests.
