    Re: Brenda Schwerin (the "Owner" or "Ms. Schwerin") and 215 Seminole Avenue, Palm Beach, Florida (the "Property" or "Home") - Utilities Undergrounding Project
    To Whom It May Concern:
    The undersigned firm represents the Owner, Ms. Schwerin, with respect to the effects of the Town's Utilities Undergrounding Project with respect to the above-referenced Property. On or about September 28, 2023, a Town of Palm Beach representative made contact with Ms. Schwerin at her Propetiy, at approximately 9:00 a.m., demanding she move her lawfully parked vehicle from its permitted parking spot in front of her Home. Ms. Schwerin had a pe1mit to park her vehicle at the location; does not recall any prior notice of parking privileges being lawfully revoked; and does not recall any prior warnings she was not allowed to park in her no1mal permitted parking spots adjacent to her Home.
    Despite such circumstances, Ms. Schwerin was threatened with the towing of her vehicle in order to mark a purported spot where utility equipment would be placed if no easement could be obtained from local residents on Seminole Avenue for the Utilities Undergrounding Project.
    After researching the Utilities Undergrounding Project, we write to point out that the width of the relevant portion of Seminole A venue where Ms. Schwerin lives easily could be designed akin to the 100 Block of Seminole A venue, whereby a grass swale could be placed on the street
    side of the sidewalk in order to preserve all owners' property and available parking. Enclosed with this letter is an aerial photograph of the 100 and 200 Blocks of Seminole A venue, depicting the differences in the rights-of-way. Parking already was limited previously on this stretch of Seminole A venue, and traffic congestion already is a problem due to the Temple traffic.
    Accordingly, Ms. Schwerin requests the Town to look into the possibility of adding the swale to preserve the intent of the Utilities Undergrounding Project to beautify the Town, instead of causing strife with residents and additional congestion. Instead of installing unsightly utilities equipment haphazardly into the rights-of-way, Ms. Schwerin believes the Town has a better alternative and would further beautify the street and make pedestrian traffic safer with the addition of the swale.
    Please reconsider the current plans and discuss the alternative possibilities at your public meeting on November 15, 2023, and at other such public meetings as may be required.
